Hi Darian,
I can give it my best shot at explaining.
When I go onto a Twitter page, such as the one for @NFB_voice, the National Federation of the Blind's Twitter handle, I can choose to look at the list that the admins of @NFB_voice maintain. There is one for affiliates and divisions, and it allows me, the end user, to go down the list and find Twitter accounts. I got on there from time to time. I try to make sure I'm following all of them, but people who don't want to do that can use it as a reference when trying to include the right handles in a Tweet or something like that.
This isn't a major game-changer; it's just a nice little thing that we could do that could help outsiders who are looking at us and current members to learn about us and navigate our resources more easily.
I run a handful of Twitter accounts, and I find lists useful.
It takes very little work to set up, and there are some positive payoffs.
That's how I see it.

Would you mind explaining further what a Twitter list is? Why people use it? Why it might be useful to others? How exactly it works?
I don't know how many people do or do not use Twitter and how regularly they do or do not use it.
