Yes; do that.  Your counselor could have just missed the message, or, their
e-mail client may have rerouted it to spam, or something like that.

Hi,
I am wondering how I can best deal with a situation regarding vocational
rehab.
I sent my counselor an email about a week ago, and have still not gotten a
response back.  However, a couple of days ago my counselor sent something
which they thought would be of interest to all clients (the e-mail said it
was to undisclosed recipients).  This means that my counselor has been using
their e-mail, so my message was either disregarded, or simply not seen.  
I already went into my Gmail to make sure that my message was delivered,
which it has.
Would it be appropriate to resend the e-mail with a message saying something
like, "I sent you a message a week ago, but you may not have seen it"
