I have had a similar problem on one of my computers.  Much of the advice you
have received is good, but we have no way of knowing exactly what is
happening there.  I had one case where I could not get past the lock screen
after bringing my laptop out of sleep mode.  In the end, I had to force a
shutdown to be able to restart the computer by holding down the power
button.  I try to avoid doing that, though.

I would also suggest that the advice you received saying to give it some
time is also good advice.  It is my experience that one is less aware of
automatic processes that Windows 10 runs, but these processes can cause
delays.  In particular, one does not always know when a Windows update is
being downloaded or installed.  I do occasionally see the warning not to
turn my computer off because an update is running, but it is not always easy
to know when something like this is delaying things.  Finally, Windows
Defender also runs scans.  I find that their scans do not seem to slow down
my computer to the degree that some scans have done in the past, but it is
all done behind the scenes and one does not always know when they are
running.  It is my understanding that some of these activities can occur
while your screen is locked.

Finally, I have sometimes found that pressing ALT-TAB seems to get me back
to the sign-in screen.  However, I have seen variations on all of this on
the same computer even without me changing anything.  

I have read where some problems have arisen for some people with or without
screen readers from the "Fast Boot" option.  I have found that I seem to
have fewer problems now that I have turned that option off.  I believe if
you search for "Personalize" and then activate the "advanced" options that
you will find it if you want to try that.  I can try to find better
directions to get there if you want to try going that route or perhaps
someone will beat me to it.
