[NABS-L] National Federation of the Blind Distinguished Educator of Blind Students Award

Good evening
I followed the link to the explamation of the award and it said that colleagues or parents of students could nominate someone but could I nominate someone who is my teacher as the visually impaired student? Also, if the person to win the award, are they required to go to the NFB convention or is that something they had to do in order to be eligible to be nominated for the award?
