[NABS-L] RI/Stage 2 Question

Hello NABS,
The Structure Discovery Method leads people to RI/Stage 2 right?

Also what kind of people are most likely to stay stuck on stage 2?
Is it people heavily  involved in the NFB and people with very good blindness skills because they don’t know their limits  and don’t know when to just ask for help since they think they can just figured it out. It’s kind of a gray area though.
