I've heard this too about airbags, that if the dog remains on the floor, it
will not be hit by the deploying air bag. 

That said, what is your dog's first reaction to even a sudden stop? Mine
have all popped their heads up above my knees. Not good. 

If air bags are indeed the reason, then no client of the paratransit service
should ride in that front seat as airbags can harm humans too, especially
those under, I believe, 5 feet 2 inches.
