Even though health insurance is not technically required for treatment, it's
a huge hassle when they don't have it, and takes months for bills to get
resolved.

I'm pretty sure that emergency rooms have to treat you with or without
insurance. If it's truly an emergency they will treat first and get
paperwork later.
