I think I need to rephrase my question. 
If you could get automatic ownership of your dog, but you had to agree
to have people you associate with provide feedback on you and your
personality, would you agree? 
Because the schools know we're adults, we would get to say "I don't much
care for James down the street, know that if you speak to him". 
In other words, would you be willing to undergo a background check to
obtain ownership of a dog? Why or why not?

I would have to say the church members know more how I work the dog than
the neighbors do.
I would tell them to go there first.
Our neighbor isn't home all of the time.
Don't know any of the neighbors except the one.
