Thanks for the information. I have never licensed my dogs; I have had rabby 
tags to show they were inoculated.

    Let me take these questions separately. As for the licensing
requirement, such a requirement is in place to ensure that animals are kept
up-to-date on their rabies vaccinations,. All dog owners  are required to
maintain  immunity to this disease. The license is the authority's means
whereby they can verify this. The fee for this, however, is waived for
service animal users, as it can be considered a tax.
    As for the morals or ethics of a special tag, service dogs are allowed
access to the beach or any other place the general public is invited. My
mother lives two blocks from the Gulf of Mexico. If I were to walk to the
beach - which I generally do - working my dog and, once I get there, take it
out of harness and let it be just a dog, it is still a service animal and no
special tags or restrictions, over and above the leash laws, can be required
of me. Even if I were to use my cane and heel my dog, it is still a service
animal under the law. JMHO!
