[nagdu] Licensing vs rabies RE: Pet tags on the beach

When at GDB, Lexia's collar was tagged with a GDB tag and a rabies tag, but
she was given neither a license nor a microchip.  I got a license for her a
while back before taking her to a dog park for a guide dog play day, as it
was the park policy.   I also got her a micro chip.

Actually, I'm not sure as all I've ever done is to do tthe rabies tags. I
think I will have to check on this because I am quite interested.
