[nagdu] Licensing vs rabies RE: Pet tags on the beach

Nicole,
    A place may require may require that a dog owner present proof of 
vaccination, as this is a regulation all dog owners are subject to. At the 
same time, a fee for this registration cannot be charged, as it is an 
additional fee that cannot be charged under the ADA.
