I think he was asking about the toiletting harness.
I saw one fairly recently, so here goes.
It's like a belt that goes around the dog's waist.  There's a clip on the
belly side, and another on the back side, above the tail.  One handle of
the pickup bag goes between the back legs, onto the belly clip, and the
other over the tail onto the back clip.  Et voila, the deposit lands in
the bag.  Pretty clever.
I've thought about getting one for Echo.  The thing is, I'd have to be
sure she had done peeing, and was ready for #2.
