Adults who do not have sighted people that can accompany them for
training can absolutely receive a dog from Occupaws.  In my situation, I
was the only child left at home, my dad was off on Mondays, and my mom
worked weekends, so one or both of them was always free to accompany me.
It was not required that they come, but the occupaws trainer said they
were welcome to come.  The sole purpose of giving parents the option of
attending training sessions was to observe, and the trainer made it
clear to my parents that they should walk a distance back and not
interfere.  
Blind adults who do not have sighted support would simply be taken out
for training independently.
My situation was unique because I had to adjust to my first guide dog,
and my first semester of college simultaneously, and I live in a quiet
suburb with no sidewalks, or access to public transportation, and had
very little experience with city traveling.  For these reasons my
parents felt that they should have a basic knowledge of guide dogs and
training techniques so that they could know how to help me in the
beginning.  For future guide dogs, my parents probably would not need to
accompany me.  
Occupaws strives to cater training to individual needs, so they had no
problem with my parents coming to observe.
