So, where does this new ruling leave Ann and people who use other
service animals aside from dogs?

I totally agree.  It is too bad that when the government gets a hold of
a problem they always have to treat it in the extreme, which of course
is a wya for a quick fix.  Wouldn't it be nice if they would solicit
help from several disabled folks to figure out how to change the law and
still make it fair?  I think we need to figure out how we can all help
with this one.  
It isn't fair to Ann, and everyone else who uses animals other than dog
responsibly.

point when
  the DOJ accepts comments. I have two cats providing medical alert.
They
  currently work only at home, but this kind of regulation would affect
  housing issues. I am also aware of other instances in which cats are
  providing medical alert services for seizures, respiratory distress,
and
  diabetic issues. I understand the need to provide some restrictions;
but I
  think this is an area where blind people need to be sensitive to
people with
  other disabilities and provide some reasonable cover.
