When I recently traveled to AZ to visit family and brought James, I bought a
"Cool Coat" from www.smartpakcanine.com   It is not a coat that holds water
but one that reflects sunlight.  You can also get it damp and it works via
evaporative cooling.  It worked great for James (a black flat coat with med
length coat).
