what do you mean by charging a feee for ownership.  Seeing eye requires that 
we pay a fee for our dogs.  it is a small fee and I like that we pay 
something.  We also aren't supposed to ask anyone for help to pay this fee. 
They tqake installment payments so this fee could be paid by anyone.  It's 
$150 for new students; $50 for retrains.  I personally like the fact that my 
dog isn't given to me totally free. yes, the fee is very, very small 
compared to the training costs and all that but I like the principle of it.
