How would this work exactly? 
If service animals had a different standard for what constituted abuse,
how would that be upheld, and to whom would it apply to?  
Would handlers be held to this differing standard, and if so, doesn't
that fly in the face of "let the local laws handle this"? 
The idea sounds warm and fuzzy, but how would it be applied, by whom, on
whom, when and where?

I think that it is a complete outrage, for both you and your dog. JMO,
animal abuse laws should be more strict for service animals than for
pets.

Most states also have laws about abusing service animals too. Even
though
the driver didn't do it he asked and watched done on his bus.
