    I'm not sure if I understand, so let me try to clear this up in my mind.

Am I to understand that you are a member of a Chapter whose dues are $5.00? 
If this is so, the dues are for membership in that Chapter. If, however, you

are a member of your State's guide dog user division and pay dues to them, 
you would not be required to pay additional dues to NAGDU. membership in any

NFB State Association of Guide Dog Users constitutes membership in NAGDU. 
Now, in order for this latter policy to be in effect, your affiliate 
division must send us their membership roll. HTH!
