[nagdu] about insentives

Hi Margo,

I have no problem with a school providing incentives to motivate grads to
submit health reports or whatever. I *do* have a problem with a school
providing different services to those who do vs those who don't. I think a
veterinary-related "incentive" actually amounts to providing more "services"
to people who fill out the forms.

I agree with Angie.  I don't think a school needs to provide incentives so 
it can get information.  it doesn't strike me very well.
