Regardless of whether it's a mini horse or a dog, I am 99% sure that there 
are laws requiring that the animal either be cross tied to prevent them from 
jumping out and strangling themselves or they must be in a cage/crate that 
must be strapped down.

When I travel in a car, Panda stands on the floor in the back seat,
crosswise.  My family has a minivan, and Panda rides in it in the middle
seat area standing crosswise.  I have not ridden in a pick-up truck with
her.
