[nagdu] Minneapolis woman cited for kicking seeing-eye dog

Dave,
    Yes, I was told that the woman was intoxicated. I was  also told that 
she has a pretty lengthy record of contact with law enforcement, mostly due 
to alcohol and psychological issues. I was also told that "many people in 
the area are aware of her instability".
