ask them if you can get on a payment plan.
Many folks have to do this.
If you trust your vet and you know you can pay them monthly then it is 
OK to ask.
also ask if they know other organizations that can help you with vet bills.
If you are in low income,
I used to take the vet bills to the manager where my rent could be 
lowered until the bill was paid.
Because your dog is a guide dog, not a pet.
