Why is it your place to judge? The dog has the right to be there without
a harness, why do you get to decide when another dog user uses the
harness? 
If the dog is able to leash guide, why can't/shouldn't she do that if
she wants and the dog is behaving?

My question would be why would you go to a store with out the harness?
Even if the handle broke and you are waiting for a handle, the body of 
the harness should be on the dog.
Happened to me once.
