 i would call the? school if you cant lure him away and he is doing it ... its NOT your fault ....they will most likely have to come out and work him with an e collar =if they do it right they? can possibly break the habbit . a HABBIT is not your fault and they s houldnt take your dog away for it especially if other dogs from the program do it 
where did you get your dog ?

Have you tried taking him in the yard with the Flexileash?  That way, you
would have a little more control over him, but he could still enjoy a good
sniff.  I think Ben did well in the yard with the Flexi on, even in his
stick phase.
Just a thought.
