[nagdu] Bus seating

Jewel,
Setting aside the allowed part of this, I wouldn't put a guide dog on a bus
seat for the simple reason that it isn't safe. If the bus stops suddenly or
goes over a large pothole or something the dog could easily lose balance and
fall off the seat.
