'Nope.  'Not what I said.

Just like the government can avoid enforcing its own rules, so can
businesses.
Rules that aren't communicated and posters put behind doors or placed
inside
cabinets don't help a lot.  Who is around to enforce the agreements that
are
made with the Justice Department?  That was the point I was trying to
make,
Rebecca.  Without costly monetary damages that are communicated well, I
don't
believe that we can get broad compliance from small business owners.
The flip
side of that coin is that getting those damages takes a lot of resources
and
judges are not going to give large monetary awards unless the facts of
the cases
are strong.
