For now, if you can, I would suggest having him sit while the dog is there. 
If it's a loose dog that doesn't seem threatening, just have your dog sit 
until the dog is gone.  At this point, it seems that you can not work him 
past dog distractions, because he is far too distracted.  Of course, only do 
as I suggest if you believe it would be best for your dog.

It may help, though, to first get him to the point where you can get him to 
hold a sit when another dog walks past or when there is a loose dog.  I also 
would turn him towards you, so he cannot make eye contact with the other 
dog.  I know this is horribly inconvenient, but I do have a friend who got 
his dog through major distractability towards dogs this way.  I know it 
maybe sounds like torture, but maybe you could take him somewhere where 
there are a lot of dogs.  A lot of friendly dogs, mind you.  Maybe there is 
a petstore you know of, or maybe you could go sit in the waiting room at 
your vet's office.  Stay there for half an hour or 45 minutes and work with 
him.  Do this several times, and then move to another location to help him 
to start to generalize.

Was he like this in class?  Did he relieve in harness in class?  Have you 
tried matching him?
