Rebecca,

The more rotten and illegal the act of discrimination is, the farther the
discriminator has to go to demonstrate that it was the other person's fault
for bringing it on herself!

What's really fun is when they reach the point where they've forgotten the
list of things the handler and dog were doing wrong and start to contradict
themselves!

Are you sure the dog didn't give the little old lady the cancer in the first
place? /evil grin/

Yes, it wasn't clear how they phrased it. And, they can always say
"We're super busy" effectively meaning that should I call ahead, they
can plan not to deal with me. 
The store's version just isn't adding up. The dog wasn't on leash, it
pooped all over the place even by a food prep area, what's next, the dog
attacked the butcher and ate his best meat, the meat he was holding
special for a sweet little old lady dying of cancer, who hadn't tasted
meat in 20 years, and now she'll never be able to eat meat ever again
because after eating the meat, the dog attacked the guy who's job it is
to go get more meat. The store is just heading down the path of
nonbelievability.

I know that many of the grocery stores around here recommend that I
call ahead when I'm going to need assistance (which is not always, of
course, but there are times we don't have the time to do the shopping
without help). So, they could have meant anyone who needs extra
assistance, like you said.

Does anyone know which store this is (as in which one, exactly)? We
could give them a call and find out what they mean, whether they mean
people with service animals, or anyone who needs extra assistance. The
former is subtle discrimination, but the latter is general practice so
they can make sure to have someone available and/or let the person
know if it's going to be super busy and that they may not have someone
available at the time.
