Ah right.  Know how that goes.  I think that there is a very simple way to
do this if it is not already being done like this.  Take your dog to your
vet and have the dog checked out for fleas and get the vet to sign off that
the dog doesn't have any.  It's easy to tell if the dog has fleas, and
therefore, that should be simple enough.

We should only be able to do so if nothing about us poses a threat to said 
state.  HI is an island with only the external influences allowed in which 
they choose, and if a service animal with fleas came in, in no time, fleas 
would be everywhere.
