Well, as a point of fact, Jenine told that Hawaii isn't free of fleas. But, I feel that federal laws should apply to HI or anywhere else in the US. Therefore, the rabies quarantine and all the rigmarole applied to guide dogs is bogus in my opinion. In respectful disagreement, Dan W.
