Well, they need to pick up the cost for you to take your dog to the vet and
get it tested then.  As long as your rabies vaccine is current, every three
years in LA, but my vet does it every year, there shouldn't be any issue.

    I believe it is perfectly reasonable for Hawaiian officials to wish to 
keep their state free of rabies. Though I am not the expert on this topic, 
there are those on this list who do have the expertise to address your 
concerns.
