This is one of those tricky topics.  If you really want to know, all the
state really should be doing is checking the rabies tag the dog should have
on its collar.

    Obviously, the Courts do not agree with your opinion. My suggestion 
would be that, if you disagree with the ruling of the Court, you hire a 
lawyer and challenge the decision. Until a Court of competent jurisdiction 
overturns the lower Courts decision, Hawaii is compliant with the law in the

opinion of the Court.
