Yup! The thing about nasty contagious viruses is that they don't give a
whit about our legal rights. Yes, we need balance about our needs and legal
rights with our dogs, but we also need to take into account the risk they
pose in this case. There are animals you can't bring into the U.S. without
quarantine, whether they're service animals, show animals or what. They go
through quarantine because we don't want whatever disease from whatever
overseas country they're coming from. You can't bring certain fruits and
vegetables in from Mexico or Canada, either, and vice versa.
I don't have a solution for where the balance lies when it comes to travel
to Hawaii with a guide dog. But sometimes reality does require a balance of
opposing forces.
With increasing globalization and quick affordable travel for all, even a
nice, isolated island chain like Hawaii will get to have endemic rabies just
like all the rest of us. They will have to deal with it just like us
mainlanders and all. So the quarantine on that score will be moot, won't
it? /smile/ Also, the first few waves of the disease among the indigenous
animal populations -- which have no immunity to it -- will be devastating.
Sigh.
Knowing bureaucracy and the legal system even as little as I do, I suddenly
wonder how many years it will take for the law to catch up with the reality
that the quarantine is no longer of any point. /grin/

Just as I am not an attorney, I am neither a veterinarian. My
understanding, though, is that a rabies vaccination, in and of itself, is
not a guarantee that the animal is free of the virus. Just as it is required
that children be vaccinated for specific diseases and be tested to ensure
they are free of certain diseases before they can be allowed in school and
the school will not pay for such innoculations and tests, our dogs must
pass a test to see if they have the proper antibodies against the condition.
IMHO, if I were Hawaiian, I would want to maintain a rabies-free
environment!
