Wouldn't it be unjust if people who trained their own dogs had to submit to 
licensure that the rest of us don't?

I think this is the text that sparked the discussion of cards that prove
blindness.
*I've changed from what I was thinking origionally.  The thing that could
work, since those of us who either don't want to or don't have time to train
our own dog, go to a school and have to present proof of disability,  well,
if those who owner train had to present proof of disability and get a
harness made that indicates that the animal is a service animal along with
getting an I.D. card with proof of disability, that may work.  Then it would
be quite a bit harder for someone to take a pet into a business especially
if the law was changed to reflect the above.  Basically, it would require
that somewhere on the harness it indicated clearly that the dog is a service
dog and not a pet.

Certification of the dog was being discussed...somewhere...on another
thread.   This discussion, at least my interpretation, is certification of
the handler's disability.  I stated a few messages back that this approach
would not help because blind people are just as capable as anyone else of
taking their pet into public.  It is the training of the dog specific to the
handlers disability that makes it a service dog.
