It's sad but true that there are far too many dullards living around each
other who are completely and totally oblivious to each other.  Amazing that
a neighbor across the street had never seen this fellow with his dog--that
one makes me real suspicious

Without re-reading the article, I seem to recall that the man had only had 
the dog for a few weeks.
