[nagdu] Guide dog starter age

Leader Dog does now have a pilot 16 year old program, and in fact, the first 
student was in the class of July 2008 when I was matched with Misha.  I 
don't know if she subscribes to NAGDU, but if she does, I would be 
interested in hearing more aobut the details of the program as they were 
just getting it off the ground, and she was the only student.
