Michelle,
I use a Gentle Leader from time to time. Tighten the neck portion as much
as you can without cutting off the dog's air supply. Think watch band here.
The nose loop should be tight enough so that it can't be pulled off the
nose, but it still should be lose enough to be comfortable. The snugger the
neck portion, the looser you can leave the nose loop. If your dog can get
the nose loop off it isn't tight enough.
You might also consider getting a Halti. It's also a head collar, works on
the same principles and you use it just the same. It fits a bit differently
though. There are straps that go from the neck portion to the nose portion
to keep it in place. I haven't personally used the Halti, but I've heard
that it is particularly good for dogs with short muzzles or those who escape
from the Gentle Leader.
