Kolby,
    Let me suggest that you find the precise legislation Ginger referenced, 
take it to the Chief of University Police, and explain that his staff has 
been dismissal of your concerns. You have the civil right to travel freely 
and without harrassment. It would be very poor PR should the police 
department face a civil suit for failing to protect you and your guide dog. 
If you need any assistance on this issue, please know that the National 
Association of Guide Dog Users and the NFB will help in any way we can.
