Jessica,
Leader Dogs for the Blind no longer provides ownership upon graduation.
The last I knew, they require you to make an application for ownership after
two years; however, I did hear from a couple of graduates that they have
extended this period to three years, including all who do not yet have
ownership. You are wise to choose schools that transfer ownership upon
graduation, as I know of several cases in which handlers have been
threatened with the removal of their dogs without any sort of due process!

Fraternally yours,
Marion Gwizdala
