the bells are put on the dog's collar so you can keep better auditorily 
aware of your dog when off leash in your home.

Not everyone uses them though.  I found a noisy collar to be helpful in the 
very beginning of working with a new dog, but then the extra noise just got 
bothersome.

My older retired guide dog has tags that jingle on her collar.  I find them 
helpful in keeping track of her since she is a much quieter dog than my 
younger, exuberant current guide dog.
