Albert,

It is also very much contingent on the level of severity of diabetes or 
seizure.  There is some case law that defines the word "substantial". 
Williams vs. Toyota comes to mind.   the condition must be to a level that 
is considered disability.  Just having diabetes does not make a person 
disabled.  It is how the disease affects the  substantial life activities of 
that person.
