Muzzleing seems to me a very extreme and unnecessary procedure for properly
trained guide dogs.

    Just FYI, we are not required to muzzle our dogs, either. We are either 
allowed access or not! No special or additional requirements can be placed 
on us. If the dog is a direct threat, we can be asked to remove it, but we 
cannot be required to muzzle our dogs nor show proof of vaccination, 
certification, or any other such documentation.
