Thank you for your e-mail. There are no restrictions in Spain for guide
dogs. It is the airlines with the rules and regulations. You should
contact the airline directly and ask them for the information on travelling

Hello. I received an email from a travel agent concerning traveling with a
guide dog to Spain. She forwarded an email written by your organization and
it is as follows:
"> Thank you for your interest in Spain.
> There are some requirements when travelling with a guide dog. You must
> present a certificate verifying that you are visually impaired and your
> guide dog is certified seeing eye dog. You must submit this document at
> the airport the day you will be travelling to Spain.
> Your dog will travel for free and it should wear a muzzle.
> When you book the flight, you must indicate that you are going to travel
> with a guide dog.

I have no questions regarding letting individuals know in advance of the
presence of the guide dog; however, what concerns me is the passage about
the muzzle. What is Spain's reasoning behind requiring fully
qualified/trained guide dogs to wear a muzzle while abord the plane? I can
see why they would require the dog to wear the harness, but the requirement
of the muzzle confuses me greatly. These are very well-trained guide dogs
and they should not have to wear a muzzle. They are specifically trained not
to bark/bite.
