Some foreign countries require a certificate for "pet" travel from an
approved DEPT. of Agriculture vet 48 to 72 hours before travel.  Some allow
up to ten days and will accept an international travel certificate from your
local vet.  You need to make sure which is required.

You can get it earlier, 72 hours is 3 days prior to sailing, I would suggest

at least a week prior to sailing.
