Well no one can let any one off of a crime unless and until some one charges
the man with the same. the gentleman who was struck was on his way home from
the police station. Perhaps, just perhaps he is choosing to forgive and move
past the horrific tragedy. Lets follow this before we start speculating who
is getting off with this or away with that. it is up to the gentleman and
his family to press charges in this case if the DA does not. perhaps there
could be a letter written to the DA pressing him or her to take this matter
seriously. However, without support from the person struck I am not sure
what more could be done. the white cane law should be clearly outlined and
presented for consideration to the officials in this man's town so as to
ensure proper adherence to this crucial law to protect us from wonton
drivers who perceive they always have the right of way. peace.

This is kinda morbid, but the police might be waiting to see if the man 
lives or the extent of his injuries.  With that information they might be 
able to charge the driver with more severe crimes.

Or the police might just be dilly-dallying, waiting for the media coverage 
to subside and letting the driver off.
