It is apparent in the laws as written that a driver of a vehicle has all the
responsibility for caution when dealing with pedestrians on the roadway. Add
to the fact the pedestrian is blind and the law makes the driver completely
responsible the laws are clear on this, unless someone can reference
citations or decisions in court where the decision assigned even a portion
of negligence to a blind pedestrian  then I am inclined to not find value in
such positions other then a true belief in our wellbeing and a lack of faith
in the justice system.

FYI, on this real story about the driver that hit the blind pedestrian the
driver was at fault for this.  It wasn't the pedestrian's fault at all.

I will post once I get more information on story from Carl Jacobsen.
