Can you ask them to let you have two canes, one at your apartment/dorm and 
the other at the center?

You could easily attach something to the handle of the cane, but that will 
mean the cane will drag along behind you.   You need some sort of giant 
pocket/scabbard thing with a shoulder strap...-I'm just thinking out loud. I 
don't know what sort of fashion statement that would make! LOL

Have there been other guide dog users there?  What did they do?
