[nagdu] Audible Traffic Signals

When I did my study in 2001, the cost of the APS I used was $500 each and 
required 8 units per intersection at a total cost of $4000 per intersection. 
As stated, this did not include installation, which could feasibly bring the 
total cost to $7000 - 8000.
