[nagdu] Steps

I have always been able to tell if we're at steps because of the angle of
the handle as the dogs moves forward either going up or down.  I always
worked James on the steps, I understand that not everyone does that, but for
me it just worked that I could feel what was going on next by how he moved
forward in the harness and that is just what worked for us over the years.
