Hi there
When you work with a walking harness as I do and use it for stairs up 
and down, the dog puts his feet on the step first.
You just have to watch that he doesn't get ahead of you.
Going down, I hold the harness and start the first step down after I am 
shown the step.
I also hang on to a rail.
This also keeps him in mind to watch for the steps.
It is hard at mass, because I have him cross in front of me before I 
find the first step.
Some of the folks think that I am to slow.
Way to bad, I sure don't need to fall.
